The invention provides a vibration insulating foundation of a 10kV dry type transformer and a manufacturing method for the vibration insulating foundation. The vibration insulating foundation comprises a first damping vibration-insulating mat and a second damping vibration-insulating mat, wherein the first damping vibration-insulating mat is made of a rubber layer which is 50 mm thick, and the second damping vibration-insulating mat is made of a hard flame-retardant type extruded polystyrene board which is 20 mm thick. The second damping vibration-insulating mat is laid on the upper surface of the first damping vibration-insulating mat. A concrete vibration insulating table is 130 mm thick, poured onto the second damping vibration-insulating mat and connected with the second damping vibration-insulating mat through concave-convex structures, and each groove in the upper surface of the second damping vibration-insulating mat is 5-8 mm deep. The two damping vibration-insulating mats are limited by a limiting frame, and the bottom of the limiting frame is fixedly connected with the foundation through foundation bolts. The space between the inner side faces of the limiting frame and the side faces of the concrete vibration insulating table is filled with silica gel sealing protection layers. A reinforcing mesh is arranged in the concrete vibration insulating table, and each grid of the reinforcing mesh is 100 mm*100 mm; the periphery of the reinforcing mesh and the limiting frame are welded together; the reinforcing mesh is a double-layer bidirectional reinforcing mesh. By means of the vibration insulating foundation, the vibration intensity can be effectively reduced, the vibration insulating effect is obvious, and noise generated by operation of equipment can be lowered.
