The recycled asphalt concrete and the process are characterized in that the recycled asphalt concrete comprises, by weight, 73-88 parts of mixed aggregate, 3-7 parts of SBS modified asphalt,0.5-0.9 part of coal ash, 22-26 parts of recycled asphalt mixed old materials, 0.15-0.25 part of a regenerating agent, 0.1-0.15 part of a defoamer, 5-13 parts of steel slag, 5-9 parts of reinforcingfibers, 5-10 parts of a filler, 5-9 parts of fluororubber powder and 5-8 parts of graphene. The recycled asphalt concrete has high bondability with old concrete during paving processes, good in adhesive force and not liable to generate cracks.
