The invention provides a vacuum pre-pressing device and a vacuum pre-pressing method capable of enhancing the water drainage function. The vacuum pre-pressing device comprises a water drainage plate (4), a film (1) and a vacuumizing module which is used for realizing a vacuum state below the film; the device further comprises a ventilating pipeline which is used for making a high-pressure air source directly communicate with the bottom of the water drainage plate (4); moreover the ventilating pipeline comprises a ventilating pipe valve (9); under a vacuum state, the underground water in the water drainage plate can be quickly drained by opening the ventilating pipe valve (9); and subsequently the ventilating pipe valve (9) is closed to increase the speed that the underground water permeates into the water drainage plate via a soft soil foundation.
