An H-shaped steel is arranged at the lower end of the base; the H-shaped steel is in a crossed cross shape; a jack is arranged at end part of H-shaped steel, and the output end of the jack is connected with H-shaped steel; a clamping groove is formed in the upper end of the base; a buckle is arranged at the lower end of the concrete column; and the clamping groove is matched with the buckle. The base is machined and completed in a factory, on-site assembly is realized through precast concrete, and on-site concrete pouring is not needed, so that the construction period is shortened; and meanwhile, the horizontal position of the observation pillarcan be rapidly and conveniently adjusted, the levelness of the base can be adjusted through the adjusted jack, so that simpleness and convenience are achieved, and meanwhile, the position of the observation pillar is convenient to adjust.
