The invention relates to a composite material insulation board, which comprises the following components in percentage by weight: 39-41% of cement; 39 to 41 percent of water; 8-12% of production waste; 0.9%-1.1% of a water repellent; 0.4 to 0.6 percent of cellulose ether; 1.8 to 2.2 percent of rubber powder; 0.9%-1.1% of a water reducing agent; 1.8%-2.2% of a 1788 sizing material; and 3.8%-4.2% ofEPS foam particles. After a formula is adopted, various indexes are detected to be more perfect, and the dry density is 256kg/m <2> and is far lower than the standard requirement of 280kg/m <2>; theheat conductivity coefficient is 0.057 W/(m.K) and is lower than the standard requirement of 0.06 W/(m.K); and the compressive strength is 0.47 Mpa and is higher than the standard requirement of 0.40Mpa.
