The invention provides a magnesium oxysulfate cementing material modifier. The magnesium oxysulfate cementing material modifier is prepared from 5.8-6.67 wt% of a silicone acrylic emulsion, 3.62-10 wt% of sodium hexametaphosphate, 6.67-14.49 wt% of gluconic acid, 3.62-10 wt% of citric acid and 66.67-72.46 wt% of water. The invention also provides a preparation method of the modifier, a modified magnesium oxysulfate cementing material prepared by adopting the modifier, and a preparation method and an application of the material. The magnesium oxysulfate cementing material modifier disclosed bythe invention can be used for modifying the magnesium oxysulfate cementing material modifier, so that the prepared magnesium oxysulfate cementing material has the advantages of high mechanical strength, good water resistance and the like, and the service life of the material can be prolonged.
