The externally-wrapped column base joint comprises a column round steel tube, SMA bars, de-bonding layers, a foundation and an externally-wrapped reinforced concrete layer. The foundation is arranged at the lower end of the column round steel pipe, a column reinforcement cage is arranged in the column round steel pipe, longitudinal bars of the column reinforcement cage are connected with the SMA bars through sleeves, the SMA bars are sleeved with the de-bonding layers, and the SMA bars are connected with the foundation embedded longitudinal bars through sleeves. The outer surface of the column round steel pipe is wrapped by the externally-wrapped reinforced concrete layer, and the lower end of the externally-wrapped reinforcement cage in the externally-wrapped reinforced concrete layer is pre-buried in the foundation. The SMA bars are clear in forcetransmission, deformation after an earthquake can be recovered, and disaster relief work after the earthquake can be conveniently carried out. The steel tube can provide a restraining effect for coreconcrete, and the strength and deformability of the core concrete are improved. The externally-wrapped reinforced concrete layer can locally improve the bearing capacity and rigidity of the column foot, prevent water from permeating and corroding the steel pipe and serve as an anti-collision layer, and only the externally-wrapped concrete layer needs to be locally replaced after damage under theearthquake action.
