One of pistons of the two oil cylinders faces the left side, the other one faces the right side, a finish-rolled deformed steel bar anchorage device is arranged at the front end of each piston, a clamping piece is formed by jointing at least three clamping piece bodies, and the joint of every two adjacent clamping piece bodies is of a wave-shaped structure. The inner wall of the clamping piece body is provided with threads matched with the threaded ribs on the outer wall of the finish-rolled deformed steel bar; the rear end of the clamping piece body is of a step structure, and a circular step is connected with one end of a jacking spring. When the finish-rolled deformed steel bar is translated, the action of the oil cylinders is as follows: the piston of one oil cylinder extends out, and the piston of the other oil cylinder retracts; when the finish-rolleddeformed steel bar is locked, the pistons of the two oil cylinders extend out simultaneously.
