The invention provides a plate bar positioning and dotting device which comprises two rollers, a positioning plate, an ink bag, and a swing arm, wherein the two rollers are arranged in parallel, and the middle parts of the two rollers are connected through a synchronizing shaft; the positioning plate is coaxially fixed to the synchronizing shaft; the ink bag is fixed to the positioning plate and an ink conveying pipe is arranged on the ink bag; and the first end of the swing arm is hinged to the positioning plate, a dotting part connected to the ink conveying pipe is fixed to the second end ofthe swing arm, the outer edge of the dotting part and the circumferences of the rollers are superposed, and limiting sheets for limiting the swinging amplitude of the swing arm are separately arranged on opposite two sides of a first end part of the swing arm located on the positioning plate. The plate bar positioning and dotting device is simple in structure, convenient to use and easy to draw materials and has relatively high applicability.
