The invention relates to the field of water resource and hydropower, in particular to a passive type protecting device for water conservancy project slip-form construction and an implementation methodthereof. The protecting device comprises a concrete pouring platform arranged horizontally and two winding machines. Main steel ropes in the two winding machines are fixedly connected to the top of the concrete pouring platform. Installing frames, walking assemblies, pre-tightening assemblies, self-locking assemblies and locking reversing assemblies are arranged at the two ends of the concrete pouring platform correspondingly. Each walking assembly comprises a walking wheel. The outer edges of the walking wheels are attached to a slope of a dam body. The walking wheels are connected with theside wall of the sides, away from or close to the walking assemblies, of the installing frames in a rotating manner. The pre-tightening assemblies comprise pre-tightening steel ropes taken up or paidoff synchronously with the main steel ropes. According to the equipment, when the concrete pouring platform is lifted, the pre-tightening steel ropes can be lifted synchronously with the main steel ropes, after the main steel ropes are broken, the pre-tightening steel ropes can replace the main steel ropes to pull the concrete pouring platform, and therefore the situation that the concrete pouringplatform falls and personal casualties are caused can be prevented.
