The movable baffle and the movable baffle shaft are locatedin a ramp in the ground inlet and outlet port of the underground building, a water level induction controller is located on the basement side wall nearby the ramp bottom of the underground building, and a signal connecting wire of the water level induction controller is embedded in the ramp side wall of the underground building.
