A nylon net is further mounted in the frame, and one or more lawns are planted on the surface of the nylon net. A steel wire net for positioning the lawns is mounted in an opening in the left side of the frame,and the pipeline is arranged in the frame. The building external wall noise reducing structure is simple in structure, a sound isolating effect is provided through the sound absorbing plate, and thesound isolating efficiency can be further improved through the external soil and lawns; the attractiveness of an external wall is improved through greening, and the greening effect of a whole buildingis improved; meanwhile, vertical connection of the device can be achieved through the pipeline, and therefore watering can be carried out uniformly, and death caused by drought is avoided; and the pipeline can rotate, the soil can be loosened through rotation of the pipeline, and the survival rate of plants is increased.
