The push rod has a first position corresponding tothe closing of the charging box cover and a second position corresponding to the opening of the charging box cover, wherein the first position is located below the second position, and an angle difference exists between the first position and the second position. The push rod can move up and down relative to the actuator shell, and can also rotate relative to the actuator shell, so that the pushrod can be switched between the first position and the second position. The vehicle charging box cover actuator has locking and rotating functions, so that the actuator can drive the charging box cover to do rotating opening motion in parallel to the vehicle body during unlocking, an existing hinge type structure is replaced, and loosening and breaking are avoided.
