The method includes the following steps that a, a cylinder of a building is subjected to scabbling and punching; b, a steel beam support is installed; c, cylinder concrete is chiseled away, and reinforcing steel bar cutting is conducted; d, jacking operation is conducted; e, main bar splicing is conducted in the cylinder, and concrete pouring is conducted; and f, a jacking device is demounted. The jacking device comprises a screw-thread steel planting bar penetrating the cylinder, and steel beams are installed on the front side and the rear side of the screw-thread steel planting bar. The steel beams are connected through box iron in a welded manner, and supporting steel pipes are arranged under the left end and the right end of the steel beams. Self-locking cushion blocks are arranged on the supporting steel pipes located on the outer side, and jacks are arranged on the supporting steelpipes located on the inner side. The bottoms of the supporting steel pipes are fixedly connected with a ground beam. Each self-locking cushion block comprises a base and a supporting block installedon the base in a threaded manner. By means of the above manner, due to the house strengthening and deviation rectifying jacking construction method and the jacking device, it can be ensured that the jacking process is stable, structural damage to a building is avoided, and construction is safe and reliable.
