The invention discloses a roadside parking management charging system which comprises a parking charging terminal, a user mobile terminal, a vehicle sensing device and a vehicle locking device. The vehicle sensing device is used for detecting whether a vehicle is parked in a parking space or not; the vehicle locking device comprises a wheel lock assembly, a power supply assembly and a wireless communication assembly which are embedded in the ground of the parking space; the wheel lock assembly is used for locking a wheel of the vehicle parked in the parking space, the power supply assembly isused for supplying power to the wheel lock assembly, and the wireless communication device is used for enabling the power supply assembly to be in signal connection with the parking charging terminal.The roadside parking management charging system can prevent some vehicle owners from escaping roadside parking charging.
