According to the fixing device provided by the invention, the baffle is arranged between the two fixing plates, the sealing insert plates are arranged on the two fixing plates correspondingly, the two fixing plates are matched with the baffle and the sealing insert plates so as to achieve an effect of a dam, flowing water can be blocked and is prevented from affecting the construction progress, and the construction quality is improved.
