An inlaid composite floor block, an intermediate and method for preparing the floor block, and a floor formed by the floor block are provided. The composite floor block comprises a panel (6), a substrate (1), and a rectangular frame consisting of two pairs of tongue components (2) and groove components (3) arranged in parallel with each other and connected to each other. Each tongue component (2)comprises a tongue (4), and each groove component (3) comprises a groove (5). The sidewall of the substrate (1) is connected to the inner wall of the frame by a substrate bonding layer (8). The panel(6) covers and is connected to the upper surface of the substrate (1) and the upper surface of the frame by a panel bonding layer (7). Each side portion of the panel (6) has a slope (62) that slopes toward the center of the panel from bottom to top. The floor not only fully ensures the decoration effect of a high-hardness flooring material, but also features high strength, light weight, direct connection, no need of an auxiliary material such as cement, less vulnerability to damage during mounting, high safety, etc., and therefore is especially suitable for manual mounting, and can save lots of mounting labor costs and auxiliary material costs, etc.
