The invention provides a joint horizontal steel bar arrangement method and a joint horizontal steel bar structure. The arrangement method comprises the following steps of providing a plurality of horizontal steel bars, wherein the horizontal steel bars comprise transverse horizontal bars and longitudinal horizontal bars which are arranged in a crossed manner; installing a first connecting piece atthe end of the side, close to a joint, of each transverse horizontal bar; installing a second connecting piece at the end of the side, close to the joint, of each longitudinal horizontal bar; providing a first steel bar combined connecting piece and a second steel bar combined connecting piece; connecting the first connecting piece of each transverse horizontal bar with the first steel bar combined connecting piece; and connecting the second connecting piece of each longitudinal horizontal bar with the second steel bar combined connecting piece. According to the embodiment of the joint horizontal steel bar arrangement method and the joint horizontal steel bar structure, at least joint outside steel bar force transmission and combined anchoring of a plurality of steel bars can be realized,steel bar binding and concrete pouring vibration are facilitated, and accordingly the construction efficiency is improved.
