The invention discloses a dimming unit and insulating glass. The dimming unit includes a dimming layer, an encapsulation layer, a first panel, a second panel and a power supply structure. The dimminglayer is wrapped with the encapsulation layer to be encapsulated, the first panel and the second panel are separately connected to both sides of the encapsulation layer, and the power supply structureis electrically connected with the dimming layer. According to the dimming unit of the embodiment of the invention, the dimming layer can be encapsulated in the encapsulation layer and the first panel and the second panel can be attached to both sides of the encapsulation layer to minimize the possible influence of various uncertain factors in the environment on the dimming layer, so that the stable performance of the dimming elements is ensured, the service life of the dimming elements is prolonged, the structural strength of the entire dimming unit is further improved, the transportation ofthe dimming unit is convenient, and the phenomenon of damage of the dimming unit in the transportation process is avoided.
