The manufacturing method specifically comprises the following steps: 1, preparing a fabric; 2, conveying the fabric prepared in the step 1 is to a fabric stirrer to be stirred, and after stirring is completed, conveying the fabric into a fabric distribution system in forming equipment; 3, preparing a backing material; 4, conveying the backing material prepared in the step 3 into a backing material stirrer for stirring, and after stirring is completed, conveying the backing material into a backing material distribution system in forming equipment; step 5, filling and pressing the backing material; 6, filling and pressing the fabric, and obtaining a permeable pavement brick surfacelayer structure; step 7, carrying out primary maintenance on the permeable pavement brick surface layer structure obtained in the step 6; and step 8, packaging and storing the permeable pavement brick surface layer structure cured in the step 7 for at least 28 days. The water-permeable pavement brick layer structure prepared by the invention is relatively low in cost and attractive in structure.
