The invention relates to a feeding device and a grooving and groove repairing robot. The feeding device comprises a feeding mechanism, a discharging pipe, a discharging executing mechanism and a circulating pipe; one end of the discharging pipe communicates with the feeding mechanism; the discharging executing mechanism comprises a discharging valve and an opening and closing control assembly, andthe opening and closing control assembly is used for opening or closing a discharging valve; the discharging valve is provided with a microcirculation channel, and the other end of the discharging pipe communicates with a valve cavity of the discharging valve and communicates with the microcirculation channel; and one end of the circulating pipe communicates with the feeding mechanism, and the other end of the circulating pipe communicates with the valve cavity of the discharging valve and communicates with the microcirculation channel. When a machine is in a standby state, mortar in the discharging pipe can further penetrate through the microcirculation channel, flows into the circulating pipe and finally flows back into the feeding mechanism from the circulating pipe, namely, a mortar circulation loop is formed by the feeding mechanism, the discharging pipe, the microcirculation channel and the circulating pipe, the mortar cannot stand in the discharging pipe, therefore, pipeline blockage caused by deterioration and hardening is avoided, and continuous, reliable and normal operation of the robot is guaranteed.
