The invention discloses water-permeable concrete and a preparation method thereof, and belongs to the technical field of concrete. The water-permeable concrete is mainly prepared from the following raw materials in parts by weight: 245 to 356 parts of ordinary Portland cement, 765 to 865 parts of gravels, 217 to 243 parts of river sand, 20 to 30 parts of polymer emulsion, 3.5 to 4.25 parts of a water reducing agent and 71.5 to 97.5 parts of water. The polymer emulsion is at least one of ethylene-vinyl acetate copolymer emulsion and styrene-acrylic emulsion. According to the water-permeable concrete disclosed by the invention, a reasonable ratio of the gravels to the river sand to the polymer emulsion is set, so that the polymer emulsion can be dispersed between the gravels and river sand particles, but water-permeable pores among the particles cannot be blocked, the strength of the concrete is improved, and the water permeability of the concrete is guaranteed.
