The invention discloses a formula of a flame-retardant adhesive film, a roof antiskid waterproof plastic synthetic liner and a manufacturing method of the roof antiskid waterproof plastic synthetic liner. The liner comprises a first flame-retardant adhesive layer, an inner flame-retardant layer compounded on the first flame-retardant adhesive layer, a second flame-retardant adhesive layer compounded on the inner flame-retardant layer, and an antiskid outer flame-retardant layer compounded on the second flame-retardant adhesive layer. The flame-retardant adhesive layers are prepared from, by mass, 30% of modified polypropylene, 30% of modified polyethylene, 5%-25% of polycarbonate, 10%-29% of thermoplastic resin, 3%-10% of vinyl aromatic monomer-maleic anhydride random copolymer and 3%-10%of 4-aminophenyl-diphenyl phosphate. The liner manufactured by the formula and the method has the advantages of safety in installation, high strength, high skid resistance, high flame retardance, easiness in degradation, light weight and high waterproofness, and can be directly in contact with a human body.
