The structure comprises a supporting device, a stress device and a fill structure, the supporting device is arranged in a steep slope, a first step is arranged at the top of the side, close to the top of the steep slope, of the supporting device, a second step is arranged on the steep slope, one end of the stress device is placed on the first step, the other end of the stress device is placed on the second step, and the fill structure is located at the top of the stress device. The construction method is used for constructing the steep slope supporting stress type roadbed structure. The fill structure is located at the top of the stress device and almost only generates vertical gravity load on the stress device, so that pressure in the horizontal direction cannot be generated on the supporting device, the setting depth and the section of the supporting device can be obviously optimized, and the problem that stability and horizontal deformation generated during engineering construction are difficult to control is solved.
