An embedded head is embedded in a precast concrete layer, a detection flange is arranged above the embedded head, and the detection flange is in spherical hinge connection with the embedded head; a pressure sensor is arranged between the detection flange and the precast concrete layer, the detection flange is fixedly connected with anchor chain fixing columns, and a plurality of limiting flanges are arranged at the lower parts of the anchor chain fixing columns; and bearings are installedbetween the limiting flanges, and through holes for penetrating the anchor chain are formed in the upper parts of the anchor chain fixing columns. According to the invention, by arranging the pressure sensor and the intelligent early warning device, the tension borne by the anchor cable device can be detected in real time; by arranging the bearings between the limiting flanges, the original sliding friction force can be converted into rolling friction force when the anchor chain is bound, so that the anchor chain can be tensioned and fixed conveniently and quickly, and the operation is convenient.
