The invention discloses a two-layer lateral non-avoidance-type lifting and transverse-moving parking device. The two-layer lateral non-avoidance-type lifting and transverse-moving parking device comprises a set of main frame, at least one set of transverse-moving system, at least one set of lifting system and at least one set of vehicle carrying plate, the at least one set of transverse-moving system, the at least one set of lifting system and the at least one set of vehicle carrying plate are combined into mechanical parking spaces on the second layer, and each mechanical parking space can betransversely moved laterally and descended to the traffic passage floor for parking and taking of a car. The two-layer lateral non-avoidance-type lifting and transverse-moving parking device is mainly used for transforming basement plane parking spaces into the mechanical parking spaces, the nature of the original plane parking spaces is kept not changed, and obstacles are not additionally arranged on the plane parking spaces; the additionally arranged mechanical parking spaces are arranged right above the plane parking spaces, during car parking-and-taking, the mechanical parking spaces aretransversely moved to the upper parts of a passage, and then the vehicle carrying plates are descended to the ground; because the parking direction of the vehicle carrying plates is parallel to the passage, and no stand column obstacles exists around, the car can go straight smoothly to go ahead for car-parking or go ahead for car-taking, and simultaneous car-parking or car-taking of the every adjacent two mechanical parking spaces can be further achieved.
