The device includes a vehicle body containing four wheels at the bottom, a snow shovel is fixedly mounted on thelower side of the right end of the vehicle body, a collecting cavity is formed in the vehicle body, a ventilation opening communicated with the outside is formed in the left end wall of the collecting cavity, a filter plate is arranged on the right side of the ventilation opening, a first snow suction cavity communicated with the collecting cavity is formed on the right side of the collecting cavity, a first snow suction assembly is arranged in the first snow suction cavity, a first snow suction opening is formed in the lower side of the first snow suction cavity, a first transmission box isfixedly mounted on a rear end wall of the first snow suction cavity, a first transmission cavity and a second transmission cavity which is positioned on the right side of the first transmission cavityand is communicated with the first transmission cavity are formed on the rear side of the collecting cavity. According to the device, accumulated snow on the road surface is shoveled up through the snow shovel, snow is sucked into the collecting cavity through the first snow suction assembly, while an ice melting agent is scattered to an iced position of the road surface, ice is crushed, and finally the ice is sucked into the collecting cavity through a second snow suction assembly.
