The device comprises a first inertia liquid dropletseparator, a second inertia liquid droplet separator, a high-voltage electrode frame, a ground electrode frame, an exhaust fan, a water collecting tank and a power supply, wherein after the high-voltage electrode frame and the ground electrode frame are connected with a power supply, charged particles are generated and interact with mist particles to generate charged mist particles, the first inertia liquid droplet separator and the second inertia liquid droplet separator are used for condensing the mist passing through the surfaces of the first inertia liquid droplet separator and the secondinertia liquid droplet separator into water beads, the exhaust fan is used for accelerating circulation of the mist, the power supply is used for supplying power to the high-voltage electrode frame, the ground electrode frame and the exhaust fan, and a water collector is used for collecting water beads condensed on the ground electrode frame, the first inertia liquid droplet separator and the second inertia liquid droplet separator.
