The first fixing structure comprisesa turning plate, a plurality of first hinge assemblies, a plurality of second hinge assemblies, a plurality of first adjusting tubes and a plurality of second adjusting tubes; the second fixing structure comprises a plurality of first connecting columns, a plurality of second connecting columns, a plurality of third adjusting tubes, a plurality of fourth adjusting tubes, a plurality of first fixtures and a plurality of first fixtures; and the first connecting columns and the second connecting columns are arranged on the second base, the third adjusting tubes and the fourth adjusting tubes aredisposed in a second cavity, and the first fixtures and the second fixtures are arranged in the fixture boxes respectively. After a sound insulation board is quickly installed for the first time, thesound insulation board does not need to be disassembled again, so that positioning and transportation can be achieved; and the position of a worker relative to the device is always located away from one side of a scaffold, so that when the sound insulation board is placed at a designated position, the sound insulation board is safer.
