The invention discloses an asphalt pavement leveling device and a construction method. The asphalt pavement leveling device comprises a bracket A, a bracket B and a square steel cross arm arranged between the bracket A and the bracket B; each of the bracket A and the bracket B consists of a base, a sliding block, a vertical rod, a bracket cross rod, a bracket and a sliding block jackscrew; the vertical rod is vertically welded to the base, the sliding block is fixed to the vertical rod through a screwed-in sliding block jackscrew, the bracket cross rod is welded and fixed to the other side ofthe sliding block, the bracket is welded and fixed to the end of the bracket cross rod, and the square steel cross arm is placed in the bracket. The elevation of the asphalt pavement can be controlledby adjusting the sliding block up and down; the sliding block and the vertical rod with the numerical value are fixed through the sliding block jackscrew and can be adjusted at any time in the construction process, repeated measurement of an instrument is not needed, the structure is simple, operation is convenient, cost is low, the whole construction method is high in on-site actual operability,disassembly and assembly are rapid and convenient, repeated utilization is achieved, and the problem of accumulative errors of measuring personnel in the instrument leveling process is solved.
