The invention discloses a construction device and a construction method for an existing expressway soft foundation treatment technology, and relates to the technical field of road and bridge soft foundation treatment. A rib is arranged on the outer wall of a grouting pipe of the device, and a stabilizing assembly of the device comprises a base plate and a guide ring. The base plate is erected on arotary jet grouting assembly, a through hole is formed in the base plate, and the guide ring is rotatably installed in the through hole. The guide ring is provided with a matching notch, the inner wall of the guide ring is sunken in the radial direction to form the matching notch, and the matching notch extends in the axial direction of the through hole and penetrates through the two end walls ofthe guide ring. A first ball used for being attached to the wall face of the side, away from the grouting pipe, of the rib is rotationally embedded in the bottom wall of the matching notch, and second balls used for being attached to the wall faces of the two sides of the rib are rotationally installed on the side walls of the two sides of the matching notch. The second balls are movably connected with and provided with an elastic assembly used for pushing the second balls to be tightly attached to the rib in the direction perpendicular to the wall face of the side wall of the matching notch.The stability of the grouting pipe in the operation process is effectively improved.
