The sewage-interception regulation-and-storage system comprises a water drainage pipe, a sewer and at least one water stop device. An outlet of the water drainage pipe is connected with the sewer, and the water drainage pipe is used for discharging domestic sewage and/or initial rainwater into the sewer. The sewer is provided with the at least one water stop device. By the adoption of the sewage-interception regulation-and-storage system and the regulation-and-storage method, the purposeof flow interception regulation and storage can be achieved only through the liquid level formed between the two sides of each water stop device, and the spaces in the pipes are used to the maximum extend. More importantly, the water stop devices are arranged in the sewer so that the number of regulation and storage ponds arranged along the sewer can be reduced as many as possible, the occupied land area is reduced, and cost is reduced too.
