The water and soil conservation ecological management system comprises a slope crest and a terrace arranged along a contour line, wherein a water and soil conservation forest used for controlling water and soil loss is arranged on the slope crest; water and soil conservation arbors are planted in the water and soil conservation forest; the terrace comprises a terrace wall and a terrace surface; a first planting area is arranged on the terrace surface; and economic plants are planted in the first planting area. Generally, the water and nutrient conditions of the slope crest of the erosion badland are poor; the water and soil conservation forest is planted on the slope crest of the erosion badland; rainfall runoff is intercepted; soil infiltration is increased; the water content of soil is increased; secondary distribution of the rainfall runoff is achieved; the utilization rate ofwater resources is increased; meanwhile, the coverage rate of vegetation can be increased; barren mountains are greened; the roughness of an underlying surface is increased; the runoff speed is reduced; the flow rate of surface runoff is reduced; the scouring capacity of the runoff is weakened; thus, the water sources are conserved, and the water and soil loss is reduced; and the first planting area is arranged on the terrace surface, and the economic crops are planted for greening and also can be utilized for increasing the income and recovering the cost.
