The invention relates to a modular graphene floor heating structure and a floor heating system. The modular graphene floor heating structure comprises a wood protective layer, a graphene warm core layer, a plastic insulating layer and a bottom connecting layer which are sequentially stacked; the wood protective layer covers one side of the graphene warm core layer, and the plastic insulating layerand the bottom connecting layer are stacked and cover the other side of the graphene warm core layer; one end of the wood protective layer protrudes out of one end of the plastic insulating layer toform a first step; the other end of the plastic insulating layer protrudes out of the other end of the wood protective layer to form a second step; and the first step has the same lateral length as the second step. The modular graphene floor heating structure and the floor heating system have the advantages of convenience in installation and firm connection.
