The invention discloses a horn-shaped side slope retaining structure of a tunnel portal and a construction method. The retaining structure comprises flange piles, wherein the flange piles are arrangedon the inner side of a side slope and are distributed at intervals along the trend of the corresponding side slope; the flange parts of the flange piles are positioned on one side far away from the corresponding side slope; an L-shaped soil retaining plate is connected between two adjacent flange piles on the same side; two end parts of the soil retaining plate are correspondingly connected withthe flange parts of the corresponding flange piles; the height of the soil retaining plate is matched with that of the flange piles; and the height of the flange piles is matched with that of a side slope platform area. According to the structure, the soil pressure borne by the soil retaining plate can be effectively dispersed to two adjacent flange piles, the soil retaining plate and the flange piles are prevented from being staggered, the weak link of the traditional pile plate structure is eliminated, the stability of the retaining system is guaranteed, and the flange piles close to the endwall can be tightly attached to the end wall of the tunnel portal, so that the end wall is well protected, and the safety and reliability are effectively improved.
