The invention discloses a locking and sealing device. The locking and sealing device comprises a radio frequency antenna board, a radio frequency IC chip, barb conduction pieces, a first lock body, asecond lock body and a disposable lock seal. The first lock body is provided with the radio frequency antenna board; a first circuit is arranged in the first lock body; the radio frequency antenna andthe radio frequency IC chip are electrically connected in the first circuit, wherein two conduction connecting ends of the first barb conduction piece and the second barb conduction piece are connected in series with the first circuit to form electric connection, and the conductive part is electrically connected with a circuit in the disposable lock seal; after the disposable lock seal penetratesthrough the second lock body and is inserted into a first preset position of the first lock body, the first circuit and the circuit in the disposable lock seal are closed and conducted, so that the radio frequency IC chip can be read. According to the technical scheme, the first circuit is communicated with the circuit in the disposable lock seal through the barb conduction pieces, so that the radio frequency IC chip can be read by external read-write equipment matched with the radio frequency IC chip, and whether the locking and sealing device is in a lock seal state or not is detected.
