The invention discloses a process for preparing battery-grade manganese oxide and byproduct sulfuric acid by roasting high-purity manganese sulfate and sulfur. The process comprises the steps: washingthe low-grade silicon-manganese alloy fly ash with 20% dilute sulfuric acid; removing slag to obtain a sulfate solution; adjusting the concentrations of calcium sulfate, aluminum sulfate and magnesium sulfate in the sulfate solution; calcium sulfate, aluminum sulfate and magnesium sulfate are enabled to generate ettringite coprecipitation; adding a certain amount of manganese powder; and separating picromerite, crystallizing the obtained manganese sulfate solution at high temperature; and separating crystals, drying the obtained manganese sulfate, burning together with sulfur in an oxygen atmosphere and obtaining manganese monoxide and sulfur dioxide. According to the method, the waste dilute sulfuric acid is used for treating the silicon-manganese alloy fly ash, manganese in the silicon-manganese alloy fly ash can be effectively recycled to prepare manganese monoxide and byproduct sulfuric acid, the manganese sulfate solution is purified through two reactions of coprecipitation and replacement to obtain high-purity manganese sulfate, manganese sulfate and sulfur are combusted in an oxygen atmosphere together, manganese monoxide can be directly generated, and extra heat energy consumption is not needed.
