The invention discloses a sit-on-bottom type offshore wind power installation platform which comprises a platform body, a hoisting device, a soft body mattress laying device and an operation room. Theplatform body comprises a platform deck, a platform base and a plurality of supporting columns, the interior of the platform base is divided into a plurality of independent water ballast tanks, the hoisting device is mounted on the platform deck, the soft body mattress laying device is mounted in the middle of one side of the platform deck, the soft body mattress laying device is provided with arear-row roller driven by a motor in the longitudinal direction of the platform deck, a front-row roller parallel to the rear-row roller and located dead ahead the rear-row roller is arranged on the broadside edge close to the platform deck, and the front-row roller and the rear-row roller are connected through an annular transmission belt; and the operation room is arranged at the front part of the other side of the platform deck. The invention further discloses an offshore wind power installation method. By means of the installation method, the problems that when the installation platform isused for sit-on-bottom operation, especially during weak seabed face operation, a foundation is prone to being hollowed out, and the platform slides are solved.
