The invention provides a seismic isolation and reinforcement method for an existing building foundation, and belongs to the field of constructional engineering. Reinforcing piles are constructed on the periphery of an existing building; backfill soil located between the existing building and the reinforcing piles is excavated in a segmented mode, meanwhile, reinforcing walls are constructed between the reinforcing piles in a segmented mode, and lateral supporting pieces are constructed between a foundation structure of the existing building and the reinforcing piles; first reinforced concretecast-in-place slabs are constructed between the foundation structure of the existing building and the reinforcing walls by taking lateral supporting pieces, the reinforcing walls and the foundation structure of the existing building as supports; the parts, located below a horizontal lifting beam, of the foundation structure is replaced with a seismic isolation device; and the first reinforced concrete cast-in-place slabs and the lateral supporting pieces are dismantled. According to the method, the foundation structure of the existing building is reliably and temporarily supported through thelateral supporting pieces and the first reinforced concrete cast-in-place slabs, the safety of the existing building structure is ensured when the existing building structure encounters the horizontalearthquake effect in the construction period, and normal and safe use of an upper house in the existing building foundation seismic isolation and reinforcement construction period can be achieved.
