The invention discloses a tramcar track panel mounting and adjusting device. The device comprises: a cross beam; sliding components sleeved at the two ends of the cross beam in a sliding manner, wherein the lower portions of the sliding components are fixedly connected with track panel clamping assemblies, and the track panel clamping assemblies are used for clamping a track web of a track panel;a displacement adjusting assembly, wherein the displacement adjusting assembly is used for adjusting transverse displacement of the sliding components along the beam; and fixing frames fixedly connected to the two ends of the cross beam, wherein height adjusting assemblies are arranged on the fixing frames, and the height adjusting assemblies are used for adjusting the height of the cross beam relative to the fixing frames. Compared with like devices in the prior art, the device of the invention has the following advantages: installation and adjustment of the tramcar track panel can be conveniently and rapidly completed, and the influence on concrete surface finishing of the track bottom position is avoided.
