The invention discloses a steel pipe moving positioning pile for building an external scaffold of constructional engineering and a using method of the steel pipe moving positioning pile, and belongs to the field of constructional engineering. The steel pipe moving positioning pile is convenient for building of the overhanging external scaffold, does not damage I-shaped steel and is free of obstacles when the overhanging external scaffold is disassembled. According to the steel pipe moving positioning pile, the lower end of a first pipe is fixed to the upper surface of a first steel plate; a fastener is used for fixing the first steel plate and a second steel plate; a first bent part and the second steel plate are clamped on the two sides of an upper flange of the I-shaped steel respectively; and a hollow vertical rod is arranged on the outer side of the first pipe in a sleeving mode. The using method of the steel pipe moving positioning pile comprises the steps that the first bent partmakes contact with one side of the upper flange of the I-shaped steel; a second connecting part is connected with a first connecting part through the fastener; the fastener is adjusted till the second steel plate makes contact with the other side of the upper flange of the I-shaped steel; and the hollow vertical rod is arranged on the outer side of the first pipe in a sleeving mode.
