The invention discloses high toughness shotcrete. The shotcrete in which a carbon fiber composite material is modified is provided. The modified carbon fiber composite material is obtained by modifying PVA fibers with POSS, the POSS modification improves the compatibility and bonding firmness of the PVA fibers and gel components, the dispersion uniformity in a gel phase obtained by solidificationof the gel components is improved, and the toughness of concrete is improved.
