The invention relates to the technical field of recycled asphalt, in particular to an in-situ cold recycling transformation method of a foamed asphalt composite pavement with an infiltrated solid sealing layer, which comprises the following steps: (1) milling an original pavement to form an old asphalt material; (2) mixing the old asphalt material, water, cement and the new aggregate to form a premixed material; (3) spraying foamed asphalt to form a flexible base layer, and paving the premixed material on the flexible base layer to form a recycled asphalt pavement layer; (4), paving a permeating and fixing sealing layer coating and forming a permeating and fixing sealing layer; the premix comprises the following components in parts by weight: 75-90 parts of an old asphalt material; 1-5 parts of water; 1-4 parts of cement; 13-25 parts of a new aggregate; 10 to 15 parts of silica fume; 1-3 parts of nano calcium carbonate; 0.3 to 0.5 part of potassium dihydrogen phosphate; the cementationsealing layer coating comprises the following components in parts by mass: 20-25 parts of emulsified asphalt; 10 to 15 parts of a toughening agent; 8-10 parts of a solubilizer; 8-12 parts of an accelerant; 9-12 parts of curing agent. The present invention has the effect of extending the durability of a pavement structure.
