The invention discloses a scarifier and a land leveler, and relates to the field of engineering machinery. The scarifier and the land leveler are used for optimizing the structure of the scarifier. The scarifier comprises a parallel four-connecting-rod mechanism, a first working tooth, a second working tooth, a first driving mechanism and a second driving mechanism. The parallel four-connecting-rod mechanism is connected with a vehicle body; the first working tooth is installed on the parallel four-connecting-rod mechanism; the second working tooth is rotatably installed on the parallel four-connecting-rod mechanism; the first driving mechanism is connected with the parallel four-connecting-rod mechanism to change a state of the parallel four-connecting-rod mechanism to change the positions of the first working tooth and the second working tooth; and the second driving mechanism is installed on the parallel four-connecting-rod mechanism, and is in driving connection with the second working tooth to change an angle of the second working tooth relative to the first working tooth. According to the technical scheme of the scarifier, the working state of the first working tooth and thesecond working tooth is convenient to switch.
