The invention relates to the technical field of construction machinery, in particular to a grinding device and a grinding robot. The grinding device comprises an external cover, a grinding rolling brush, a brush component and a grinding driving mechanism, wherein an accommodating cavity with an opening in one end is formed in the external cover; the grinding rolling brush is rotatably arranged inthe accommodating cavity; the partial grinding rolling brush extends from the opening in the radial direction; the brush component is mounted on the external cover in the circumferential direction ofthe opening; and when the grinding rolling brush grinds the surface to be constructed, brush bristles of the brush component are in close contact with the surface to be constructed; an output end of the grinding driving mechanism is in transmission connection with the grinding rolling brush, and the grinding rolling brush can be driven to rotate to grind the surface to be constructed. The grindingdevice can grind the concave surface of the surface to be constructed through rolling grinding of the grinding rolling brush and can sweep the surface to be constructed through the brush component tofacilitate follow-up joint filling operation; and in addition, the grinding device can also prevent dust from polluting the environment.
