The invention discloses a limiting mechanism and a slewing device, and relates to the field of machinery. The limiting mechanism comprises a limiter, a fixing seat and a shock absorber, wherein the shock absorber is detachably connected to the outer surface of the limiter; the fixing seat can be mounted on the outer ring of a slewing bearing; the limiter is fixedly connected to a lower mechanism;the slewing bearing can be connected to the lower mechanism; and when the inner ring of the slewing bearing and the outer ring of the slewing bearing rotate relatively, the fixing seat can collide with the shock absorber. The limiting mechanism can solve the technical problem that under special working conditions, an upper mechanism and the lower mechanism of a machine do not allow relative rotation of 360 degrees, but require a certain relative rotation angle.
