The invention relates to the technical field of road construction equipment and especially relates to an energy-saving and environment-friendly road construction device. A vehicle frame is included. Asaddle is fixedly connected to an upper portion of the middle of the vehicle frame. A front end of the vehicle frame is rotatably connected with a fourth rotating shaft which is vertically arranged;a bottom end of the fourth rotating shaft is rotatably connected with a horizontally-arranged second rotating shaft, the first rotating shaft is coaxially and fixedly connected with a first chain wheel, a third rotating shaft is fixedly connected with a milling roller, the milling roller is arranged between two sliding rods, and elastic stretching assemblies are arranged between top ends of the sliding rods and a supporting plate; and a chain is connected between the first chain wheel and a second chain wheel, the chain is connected between a third chain wheel and a fourth chain wheel, a supporting column is provided with an extension spring, one end of the extension spring is fixedly connected with the top plate, and the other end of the extension spring is fixedly connected with the supporting plate. The device is simple in structure and convenient to use, does not need access of other energy sources (electric power, engines and the like), and is wider in use environment.
