The device comprises a bottom frame, square plates are fixedly mounted on two sides of the bottom of the bottom frame, castors are movably mounted at the bottoms of the four square plates, and supporting legs are movably mounted on the sides, close to the castors, of the bottoms of the square plates; a supporting plate is fixedly mounted on one side of the bottom frame, and a flowerpot is placed on the upper surface of the supporting plate; and a bottom plate is fixedly mounted at the top of the bottom frame, a faceplate is mounted on one side of the upper surface of the bottom plate, a hand washing device is mounted on the side, close to the face plate, of the upper surface of the bottom plate, a hand wetting device body is mounted on the upper surface of the face plate, and a smearing device is mounted on the side, close to the hand washing device, of the upper surface of the bottom plate. By using the hand wetting device body, without change of the posture of a human body, sponge automatically rotates, the hand wetting work can be completed without movement of the human body, by using the smearing device, the uniform smearing work can be completed without crossing of the two hands, by using the hand washing device, the effect of watering flowers and plants through repeated utilization of a water body is achieved, in addition, the multifunctional hand wetting device for accountants is simple in structure and convenient to operate, and water resources are saved.
