The invention relates to a track and roadbed deviation monitoring device and method. The monitoring device comprises an upper telescopic rod, a lower telescopic rod, a line displacement sensor measuring the sliding displacement of the upper telescopic rod and the lower telescopic rod, a multi-direction angle sensor located on the upper telescopic rod or the lower telescopic rod, and a power devicefor supplying power to the line displacement sensor and the multi-direction angle sensor. Compared with the prior art, the track and roadbed deviation monitoring device and method have the advantagesthat equipment has displacement offset for monitoring three dimensions at the same time, the workload for arranging sensors on a track is greatly reduced, and cost is saved.
