The device comprises two frame-shaped installation brackets, the two installation brackets aresymmetrically arranged on two sides of a concrete column template, four corners of the two installation brackets are correspondingly connected through connecting pieces, a plurality of cross bars arehorizontally arranged on the installation brackets, and the distance between two adjacent two cross bars is equal to the distance between two adjacent column hoops. A temporary operation platform is provided for the installation of the column hoops by the installation brackets, the installation process of the column hoops is simplified, and the installation strength is lowered; and according to the distance of the column hoops, the distance of the cross bars is adjusted, the installation process of the column hoops is simplified, and meanwhile the installation accuracy is improved.
